I inherited a template from another person that has (essentially) two layers: an art background and a color filled border on top of the art. The border is a complex shape that I can’t easily recreate by myself if it were to be deleted.

How can I draw a simple border around a layer in GIMP 2.10?
I am designing a game card template and somewhat got forward pretty well. But now I am stuck on a detail with a symbol/relief in the middle of the design. This symbol is overlapping the bottom part and the top part.
I always ended up just creating a new rounded rectangle if the existing one don’t work. Is there a way to modify the corner radius without having to create a new shape?
I want the borders to stay fixed in Inkscape when I’m resizing an object. I found these buttons in Inkscape v0.48.3.1, but they don’t seem to work. Is there any other settings that I should turn on?
While using Adobe Illustrator CC 2017.1 release on a Macbook, I get these strange lines as outlines/connecting around my shapes and they appear even in my png and pdf exports. See image below.
