Best canvas resolution when drawing in Krita (not for printing)

Is there any tool for fine zoom in GIMP?
I mean not 125% or 100% , something in between.
Thanks.
I would like to create/export a vector image with fixed line widths, independent of the zoom level.
I’ve already found the possibility to use vector-effect="non-scaling-stroke"
in an SVG image, which makes the line width independent of my transformations.
But that is not what I want. I need to create an image file that I can send to someone else, while he/she can open it in web/pdf/image browser, zoom in, while keeping the line width fixed.
In Illustrator is there a way to precisely scale to a pivot point or “reference point” that is off the screen? I mean when you want to zoom in somewhere far away from where you set that point and then scale precisely to align something.
Lets say I am zoomed in, 500%, and I want to go beyond the edge, right edge, and when I try to drag it using the hand tool it doesn’t work and the scrollbar doesn’t work.
I have a lot of images on a page, a gallery. I want the images to stay sharp, so I don’t do any browser scaling, I use the original dimensions of the image.
Considering that it is an application that uses vectors which can scale to any size because they’re mathematically calculated, why can I only zoom to a certain level and what is the deciding factor?
This started happening when I recently updated to Adobe Illustrator 21.0.0 (2017 release). Simply, if I select an object and then move over to another area of the document:
