When does “apt-get install” ask me to confirm whether I want to continue or not?

I had to reboot in the middle of a large data import. I only have one mysql database, which has now been corrupted.
I have /tmp on a separate partition, and mounted with noexec. I am using Debian.
I have to admit, I really really hate apt-listchanges. If I’m going to do a huge dist-upgrade, I want to just leave the computer there for a few hours. The asker of this serverfault question had a similar goal in mind, bu after implementing all of the suggestions in that post, I was still hit by apt-listchanges.
When using apt, can I tell it to use other then /var/cache/apt location?
