How to make bootstrap alert popup in another page when clicking on a button

Im trying to make an admin page where if i click on the button ‘send’, the message will be sent and there will popup a bootstrap alert on the employee page.
I have already the bootstrap alert setup, the message for the first time is shown. After I close and i send a message again i dont see any alert. I think it needs to be triggered when i click on the send button but im struggling about how to do that. Hope anyone can show me a simple way.

How do I fetch the domainusername from a WCF service call made from MVC application?

I have an ASP.NET service hosted on IIS running the App pool with a service account. I need to fetch the username and domain of the user calling the service from an MVC controller. How can I fetch the required details?
The details need to fetched in service and not sent from MVC application.
I have tried using WindowsIdentity.GetCurrent().Name but it gives me the service account details.

I have an ASP.NET Owin Web Api which is load balanced, which means there are multiple instances of it which don´t know each other. The web api hosts a SignalR hub with an SQL Server Backplane (for synchronising between instances), so clients can exchange messages regardless of which instance of the web api they are connected to. Everything working so far.

Problem with translation in ASP.NET Core via ASP.NET Core localization in _Layout.cshtml

I am trying to learn programming in ASP.NET Core by making simple programs, but I got stuck with translating some parts of texts by using a localization feature.
For example, I created Resources and folders with all needed resource files with translated words and phrases. For _Layout.cshtml i created Resources -> Views -> Shared -> _Layout.en.resx and _Layout.fr.resx
